What is included in the cost of an Odoo implementation?
The licence provides the right to use the selected edition and applications under the current Odoo terms. Implementation work turns a standard system into a usable process for your company. This includes decisions about document flows, access rights, cleaning and transferring opening data, testing and working with users.
The number of employees is not sufficient for an estimate. A company with ten users and simple sales may have a smaller project than a company with five users, several warehouses, manufacturing and a connection to an external system.

What increases the cost most?
Unclear exceptions, poor data and customisations discovered late are usually the most expensive. An integration without a stable interface also creates risk. Cost increases when every request becomes a requirement for the first day, instead of defining the smallest process that delivers real value.
Every early estimate is limited by the accuracy of its input. A fixed number without reviewing the process often only hides assumptions. It is better to receive a range that clearly states what is included, what is excluded and which events change the estimate.
How can you reduce the price without cutting important work?
Prepare clean master data and appoint a person who can make process decisions. Keep the standard flow in the first phase wherever reasonable. Separate what is required for go-live from improvements that can follow later. Test with real examples before transferring all data.
A useful first step is a table with four columns: process, number of users, data source and special rules. You do not need to buy any tool to prepare it. The table removes much of the uncertainty from the estimate.
Current licence prices should be checked on the official Odoo website when the quotation is prepared because packages and terms can change. Dated licence prices are listed below, while the final terms should be confirmed in the quotation.

Current Odoo licences for Croatia
The prices below were checked on 24 September 2026 in Odoo's official pricing for Croatia, displayed in euros. These are licence prices, not the total cost of implementing the system.

All amounts in the table are per user per month. The discount applies for the first 12 months to the users initially ordered. The final quotation should confirm the number and types of users, currency, billing method, tax treatment and contract terms.
Standard includes Odoo Online. Custom covers additional capabilities such as Studio, multiple companies and the external API, as well as a choice of appropriate hosting. Odoo.sh hosting, implementation, IAP usage and maintenance of custom code are not included in the displayed prices. If custom modules are required, the environment must be checked: Odoo Online does not allow arbitrary additional modules to be installed.
Light User: check actual roles first
The pricing page also lists Light User from €4.90, with a limited scope and purchase through a quotation. This licence does not replace a full user in sales, purchasing, projects or accounting. For limited employee, POS and warehouse tasks, the exact permitted functions must be checked. The pricing treatment of employee records without system access also needs to be clarified.
Before requesting an estimate, send the number of people in each role and the tasks they perform. This lets us estimate the subscription, Croatian adaptations, data migration, integrations and training separately. Existing contracts must be reviewed individually: a new public price list does not automatically change their terms.
